Dear Dr. Murley:
This letter and its attachments constitute a proposed revision to the 1990 Updated Quality Assurance Program Description (QAPD).
Approval is requested for changes in the QAPD to clarify how certain activities are to be performed by the Quality Assurance organization and to clarify how inspections associated with the packaging and shipment of radioactive waste and materials are conducted.
We believe that, though some of the proposed changes constitute a
reduction in previous QA program commitments, the proposed changes are, in fact, enhancements.
The proposed changes will provide more opportunity for meaningful performance-based QA activities.
Attachment 1 to this letter addresses each of the specific changes (other than the general repagination).
Due to the repaginat'ion, the entire QAPD has been redated December 1990 and is enclosed as Attachment 2.
The proposed changes addressed in Attachment 1 to this letter are marked with margin bars in the enclosed QAPD.
As provided by 10 CFR 50.54(a)(iv),
the proposed changes shall be regarded as accepted by the Commission upon receipt of a letter to this effect or 60 days after submittal, unless otherwise notified by the Commission.
