Dear Dr. Hurley:

On December 27, 1989 we submitted AEP:NRC:0930, which constituted an application for amendment to the Facility Operating License for the Donald C. Cook Nuclear Plant Units 1 and 2. Specifically, we proposed to extend the duration of this license to 40 years from the date of issuance of the full-power license.

The purpose of this letter is to revise our previous submittal.

Namely, we request that the expiration date of the Facility Operating License for Donald C. Cook Nuclear Plant Unit 2 be changed from December 25, 2017 to December 23, 2017. The attachment to this letter contains the revised pages from Attachments 1 and 2 of our previous submittal.

This document has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.

>* H. Iodine Monitorin Amendment No. 34 The licensee sha 11 implement a program which will ensure the capability to accurately determine the airborne iodine concentration in vital areas under accident conditions.

This program shall include the following:

1. Training of personnel,
2. Procedures for monitoring, and
3. Provisions for maintenance of sampling and analysis equipment.
  • x I. In all places of this license, the reference to the Indiana Amendment and Michigan Power Company is deleted and all references to No. 29 "the licensees" is amended to read "the licensee." The intent is to recognize the Indiana and Michigan Electric Company as the sole licensee of the Donald C. Cook Nuclear Plant.

J. In all places of this license, the reference to the Indiana Amendment and Michigan Electric Company is amended to read "Indiana No. 98 Michigan Power Company."

K. STEAM GENERATOR REPAIR PROGRAM Amendment No. 100 (1) The licensee is authorized to repair Unit 2 steam generators by replacement of major components. Repairs shall be conducted in accordance with the licensee's commitments identified in the Commission approved Donald C. Cook Nuclear Plant Unit No. 2 Steam Generator Repair Report dated November 7, 1986, as revised through Revision 6, and additional commitments identified in the staff's related Safety Evaluation dated March 8, 1988.

(2) The Technical Specifications identified in Table 3.2-2 of the Steam Generator Repair Report dated November 7, 1986, as revised through Revision 6 dated February 18, 1988, will not be applicable during the repair program.

For purposes of Technical Specification applicability, the Steam Generator Repair Project will begin when the last fuel assembly from the Unit 2 core is placed in the spent fuel pool and will end when the first fuel assembly is removed from the spent fuel pool to refuel the Unit 2 core.

Amendment 3. This license is effective as of the date of issuance and No. shall expire at midnight, December 23, 2017.

Attachment to AEP:NRC:0930A Page 1 1.0 Descri tion'of Pro osed Amendment Currently, the Donald C. Cook Nuclear Plant units are licensed to operate for 40 years from the date of issuance of the construction permit on March 25, 1969. The licenses will expire on March 25, 2009. The purpose of this submittal is to request a 40-year operating term from the date of issuance of the full power licenses, i.e., October 25, 1974 for Unit 1 and December 23, 1977 for Unit 2.

The new proposed dates are 40 years from the above d'ates, i.e.,

October 25, 2014 and December 23, 2017, respectively.

2.0 Justification of Chan e Currently the duration of all nuclear power reactor licenses is restricted to 40 years. Section 103.C of the Atomic Energy Act specifies that a license is to be issued for a period not. exceeding 40 years. In addition, 10 CFR 50.51 states that each license will be issued for a fixed period of time not to exceed 40 years from the date of issuance.

Prior to 1982, the Commission granted operating licenses (OL) with the date of expiration linked to the issuance date of. the construction permit. However, this practice was modified when Commonwealth Edison Company was granted an OL for LaSalle Unit 1 for a full term of 40 years commencing with the issuance of the full-power license.

The Commission extended its new practice of granting 40-year OLs to plants licensed prior to 1982 by issuing Baltimore Gas and Electric Company license amendments which changed the OL expiration dates of Calvert Cliffs Units 1 and 2 to extend the duration of both licenses to 40 years from the date of issuance of the OL. Since the Commission granted the Calvert Cliffs amendments on May 1, 1985, similar amendments have been granted to Point Beach 1 and 2, Indian Point 2, Oconee 1, 2 and 3, Crystal River 3, Hatch 1 and 2, St. Lucie 1, Farley 1 and 2, Surry 1 and 2, North Anna 1 and 2, Haddam Neck, Millstone 1, FitzPatrick, Yankee Rowe, Kewaunee, Beaver Valley 1, Browns Ferry 1, 2 and 3, McGuire 1 and 2, Prairie Island 1 and 2, Sequoyah 1 and 2.

The operating licenses for the Donald C. Cook Nuclear Plant Units 1 and 2 are similar to those of these plants in that they were all issued prior to 1982 and their licensed 40-year lifetime originally started from the date of issuance of their construction permits.

This amendment request is to modify the licenses of the Cook Nuclear Plant in the same manner that was granted to these units'icenses.

That is, to extend the duration of the licenses to 40 years starting from the date of issuance of the full power licenses. The current licenses represent an operating license term of 34 years, 5 months for Unit 1 and 31 years, 3 months for Unit 2.
