Dear Dr. Murley:

The purpose of this license amendment request is to obtain authorization to use steam generator sleeves to repair defective steam generator tubes. The Technical Specifications (T/Ss) now require that all defective tubes be plugged. Sleeving has been demonstrated to be a safe and effective method of repair for certain types of defects. Use of sleeve repairs will reduce the number of steam generator tubes that must be removed from service and plugged.

A detailed description of the proposed changes and our analyses concerning significant hazards considerations are included in Attachment 1 to this letter. Attachment 2 contains the proposed revised T/Ss pages. Attachments 3 and 4 contain four copies of proprietary reports prepared by Westinghouse Electric Corporation and Combustion Engineering, Incorporated, describing the sleeving repair processes that will be used. Non-proprietary versions of Attachments 3 and 4 will be submitted separately for NRC staff review if necessary at a later date.

Attachment 5 contains a Westinghouse authorization letter, CAW-90-045, Proprietary Information Notice, 'and accompanying Affidavit.

Murley AEP:NRC:1129 As Attachment 3 contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations.

Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10CFR Section 2.790 of the Commission's regulations.

Correspondence with respect to the proprietary aspects of the Application for Withholding or the supporting Westinghouse Affidavit should reference CAW-90-045 and should be addressed to R. A.

Wiesemann, Manager of Regulatory & Legislative Affairs, Westinghouse Electric Corporation, P. 0. Box 355, Pittsburgh, Pennsylvania 15230-0355.

Attachment 6 contains an Affidavit from Combustion Engineering, Incorporated, in support of the proprietary report contained in Attachment 4. It is requested that the information which is proprietary to Combustion Engineering, Incorporated be withheld from public disclosure in accordance with 10CFR Section 2.790 of the Commission's regulations.

Attachment 7 contains a Certificate of Receipt for Security Document Transmittal for each of the enclosed Proprietary, Reports. Please complete these certificates and return to us the yellow copy. The white copy is for your records.

We believe that the proposed changes will not result in (1) a significant change in the types of effluents or a significant tt increase in the amount of any effluents that may be released offsite, or (2) a significant increase in individual or cumulative occupational radiation exposure.

These proposed changes have been reviewed by the Plant Nuclear Safety Review Committee and the Nuclear Safety and Design Review Committee.

In compliance with the requirements of 10CFR50.91(b)(l), copies of this letter and its attachments have been transmitted to the Michigan Public Service Commission and the NFEM Section Chief.

Dr. T. E. Murley AEP:NRC:1129 Please contact us amendment if you have any questions concerning this license request. NRC staff review and approval of these changes are requested prior to October 22, 1990. This would allow sleeving repairs to be performed during the Unit 1 refueling outage beginning on approximately October 12, 1990 in the event that significant tube sheet area degradation is encountered during the eddy current examination.

This document has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
