Dear Dr. Murley:

The purpose of this letter is to provide the information requested under Rhporting Requirement l.b of NRC Bulletin No. 88-10 for molded-case circuit breakers installed in Unit 2 that could not be traced to the circuit breaker manufacturer per item 4 of the actions requested.

Action Item 4 requests all addressees who identify less than 80 percent of the stored-spare molded-case circuit breakers traceable to the circuit breaker manufacturer to identify all molded-case circuit breakers purchased between August 1,

1983 and August 1, 1988,, and installed in safety-related applications.

Reporting Requirement l.b. requires a written report that summarizes the total number, manufacturer, model

number, and to the extent possible the procurement chain of those installed circuit breakers identified in Action Item 4 that could not be traced to the circuit breaker manufacturer.

Our previous submittal, AEP:NRC:1083A, "NRC Bulletin No. 88-10:

Report On Action Item Status,"

dated May 16, 1989, described the actions taken in response to NRC Bulletin No. 88-10 for the Donald C.

Cook Nuclear Plant.

Attachment 3 of that submittal provided the number, manufacturer, model number, procurement source(s),

and application of molded-case circuit breakers installed in Unit 1 that could not be traced to the circuit breaker manufacturer.

We also committed to update Attachment 3 with Unit 2 information by July 28, 1989.

The attachment to this letter fulfills our commitment by providing the required information for molded-case circuit breakers installed in Unit 2 that could not be traced to the circuit breaker manufacturer.

Murley AEP:NRC:1083B Action Item 5 requests holders of operating licenses to replace or to test at least one-half, or all if the total number is less than 75, of the installed circuit breakers that could not be traced to the circuit breaker manufacturer before startup from the first refueling outage beginning after March 1, 1989.

The remaining circuit breakers are requested to be replaced or tested before startup from the second refueling outage beginning after March 1, 1989.

As documented in the attachment to this letter, our evaluation identified 36 molded-case circuit breakers installed in Unit 2 that could not be traced to the circuit. breaker manufacturer.

Per Action Item 5, replacement or testing of these circuit breakers is required before startup from the 1990 Unit 2 refueling outage.

Instead of waiting for the 1990 refueling outage, we have elected to replace all 32 Westinghouse circuit breakers identified in the attachment.

The remaining 4 General Electric circuit breakers will be replaced before startup from the 1990 refueling outage.

Per Action Item 2, an evaluation has been prepared justifying the continued operation of Unit 2 until the 4 General Electric circuit breakers are replaced.

This letter is being submitted under oath pursuant to the provisions of Section

182a, Atomic Energy Act of 1954, as amended.
