Dear Dr. Peter:
We have enclosed a copy of the most recent Systematic Assessment of Licensee Performance (SALP) report for the D. C.
Cook Nuclear Generating Station.
The SALP process is an integrated Agency effort to collect and evaluate available insights, data, and other information in order to assess the performance of each plant.
NRC utilizes the SALP process to further its understanding of how D. C.
Cook management (the licensee) guides, directs, and provides resources for ensuring plant safety.
Through the SALP process, NRC provides meaningful feedback to licensee management and obtains a basis for allocating NRC resources.
The enclosed SALP report covers the period of October 1, 1986, through February 29, 1988.
The NRC is currently in the process of preparing a
SALP report for the D.
C.
Cook station for the period of March 1, 1988, through June 30, 1989.
The final report should be available in the Local Public Document Room sometime in September.
The address of the Local Public Document Room for D. C.
Cook is enclosed.

Also enclosed are the latest Performance Indicator results for the D.
C.
Cook station.
The Performance Indicator Program provides an additional view of operational performance and enhances the NRC's ability to recognize areas of poor and/or declining safety performance of operating plants.
The quarterly Performance Indicator reports can also be obtained from your Local Public Document Room.

Finally, the NRC does not compare the op'eration or management of one plant to another.
- However, as part of NRC's Performance Indicator Program, industry mean values are utilized to provide comparative performance levels.
