Dear Dr. Murley:
This letter is to inform you of the completion of the long term resolution action for NRC Bulletin 88-04, "Potential Safety Related Pump Loss."
In our submittal AEP:NRC:1065, dated July 8,
- 1988, we provided details of our investigation of the concerns discussed in this Bulletin. It was found that the pump-to-pump interaction concern only applies to our RHR pumps.
Short term modifications were not necessary based on the fact that the average performance difference between the two pumps on each unit is less than the shutoff head required to deadhead the weaker RHR pump.
The proposed long-term corrective action is to normally operate with the RHR cross-tie valves closed.
This would make the miniflow circuits for each RHR pump independent, thereby removing the potential for deadheading the weaker pump.
The closure of the RHR cross-tie valves would mean, however, that one RHR pump could inject into only two loops rather than all four loops.
This operating configuration required the NRC to review and approve our analysis for two-loop injection.
The SER approving this analysis was received on February 8,
1989.
We interpret the approval of our two-loop injection analysis to'mean we are allowed to close the RHR cross-tie valves for normal operations.
The SER approves the closure of either the SI cross-tie valves or the RHR cross-tie valves but not both at the same time.
When the SI cross-tie valves need to be closed for testing or maintenance, the RHR cross-tie valves would be opened for that period of time.
The Operation Department will be responsible for protecting the RHR pumps in this situation when deadheading is possible.
