Dear Mr. Davis:

This letter is in response to your correspondence of July 27,

1988, detailing a new site access training program for NRC personnel and contractors.

We understand that this program will eventually be implemented on an NRC-wide basis, superseding the current Region III training.

In the interim, until this NRC-wide training program is established, the Region III training program will continue to function as it has in the past, and non-Region III NRC employees and NRC contractors will still be trained by one of the following methods:

(1)

NRC Headquarters office training, (2) training in one of the NRC Regional Offices, or (3) training at a power reactor licensee.

Further on-site training for those persons previously certified by NRC will be completed within approximately one hour of their arrival on-site.

A short course orientation on the site-specific aspects of radiation safety, emergency

response, security and personal safety, will be provided as appropriate.

The following plant procedures have been revised to assist timely orientation and access to Cook Nuclear Plant:

1.

Procedure 12 PMP 2070 TRN.113, General Employee Training (GET) has been revised and approved allowing the Shift Security Supervisor to waive radiation protection and site security GET classes for NRC personnel on the NRC Access List.

The NRC Access List authorizes entry to all radiological areas and represents documentation that listed NRC personnel have received training to warrant such entry.

Procedure SA0.024, NRC Inspector Unfettered Access, was revised to specifically state that documentation of training would be accepted for the purpose of unfettered access.

Attachment 1 to the procedure, Site Specific Security Information, will be provided to the NRC inspector for review.

After indication of sufficient knowledge of security requirements and capability to perform assigned tasks in accordance with Cook Nuclear Plant Policies and Procedures, the inspector will sign Attachment 2 to the procedure, Site Security Training Requirements Waiver.

This document has been prepared following Corporate procedures which incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
