This letter is in response to Mr. W.
D. Shafer's letter dated February 29, 1988, which forwarded the report on the routine safety inspection conducted by members of your staff.
This inspection was conducted from January 25 through January 29, 1988 on activities at the Donald C.
".ook Nuclear Plant Units 1 and 2.
The Notice of Violation attached to Mr. Shafer's letter identified one violation.
This violation is addressed in the attachment to this letter.
This document has been prepared following Corporate procedures which incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.

NRC VIOLATION As a result of the inspection conducted January 25-29,
- 1988, and in accordance with 10 CFR Part 2, Appendix C
- General Statement of Policy and Procedure for NRC Enforcement Actions (1985),
the following violation was identified:
10 CFR 50, Appendix E (E) (9d) requires:
provisions for communications by the licensee with NRC Headquarters and the appropriate NRC Regional Office Operations Center from the nuclear power reactor control room, the onsite technical support center, and the near-site emergency operations facility.
Such communications (systems) shall be tested monthly.
Contrary to the above, communication tests of the Emergency Notification System (ENS) and Health Physics Network (HPN) telephone equipment located in the Technical Support Center (TSC) and Emergency Operations Facility (EOF) had not been tested by designated licensee personnel since June 1987.=
The inspector tested the telephone equipment located in these facilities and found them operational.
Operations personnel had tested the communications equipment located in the TSC, but failed to document and inform the Emergency Planning Coordinator, who was the designated individual responsible for the testing.
Communications equipment located in the EOF had not been tested.
RESPONSE
TO NRC VIOLATION (1)
Admission or Denial of the Alle ed Violation Indiana Michigan Power Company admits to the violation.

Corrective Actions Taken and Results Achieved Upon discovery that no records were available to verify'hat the required communications tests were made of the ENS and HPN 'telephones in the EOF and the HPN telephone in the TSC, the telephones were tested for. operability on january 29, 1988.
All wex'e found to be in good working order and proper documentation of the tests were made and filed in tEe Emergency Planning Coordinator's files.

Corrective Actions Taken to Avoid Further Violation On January 29,
- 1988, the responsibility to test the ENS and HPN telephones at the EOF was assigned to Computer Science Department personnel to perform in conjunction with their other periodic EOF surveillances.
Their first test of the

EOF ENS telephone took place on February 23,
- 1988, The Emergency Planning Coordinator assisted them by conducting the test of the EOF HPN telephone.
Likewise, the Operations Department has accepted the responsibility to test the TSC HPN telephone when they conduct the monthly test of the TSC ENS telephone, Implementation of this new responsibility took place on March 14,
In addition, an emergency plan surveillance/open item tracking system was implemented the week of February 1,
1988.
This tracking system generates surveillance reminders that are sent to the plant departments or sections responsible for various Emergency Plan tests and surveillances at the appropriate surveillance frequencies.
When the test or surveillance is completed the sheets are returned to the Emergency Planning Coordinator indicating who performed the test and when it was performed.
The subject ENS and HPN telephone tests are now being tracked via this system.
