We have completed our review of the Donald C.
Cook Nuclear Plant Inservice Testing
( IST) program for pumps and valves as submitted by the Indiana and Michigan Electric Company
( IMEC) in letters dated October 2, 1984, May 10, 1985 (2), and June 9, 1983; the latter being a response to Generic Letter 83-03.
Enclosed is our Safety Evaluation which addresses each of the reliefs requested and summarizes in Appendix D, those reliefs which are denied.
In addition to those reliefs which are denied, a conditional relief is addressed in section 3.2. 1, partial relief is addressed in section 3.2.2, in section 3.6. 1. 1, the subject check valve is required to be exercised to the open position and in section,3. 14.2, interim relief is provided for the RHR suction check valve to the RWST.
In accordance with Technical Specification 4.0.5, written relief may be granted by the Commission pursuant to 10 CFR 50.55a(g)(6)(i).
Our review has determined that the code requirements for the specified systems are impractical and the granting of the relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.
Therefore the IMEC should comply with the IST program dated April 19, 1985 in accordance with the relief granted or denied herein.
The relief as detailed in the enclosed Safety Evaluation, including'the sections noted above (3.2. 1, 3.2.2, 3.6. 1. 1, and 3. 14.2), is granted.
In regards to the reliefs denied, the IMEC may provide the additional justification or information to support a new request for relief, however, the relief may not be implemented prior to review and approval by the NRC.
The revision to the IST program and procedures to reflect the reliefs granted and denied should be expedited.
In addition, as a result of our review we have determined that the D.

Cook IST program should be revised to include pumps and valves testing as noted in the Safety Evaluation and Appendix D."
IMEC should, within 30 days of receipt of this letter, provide the schedule to complete all these revisions.
