This letter responds to Mr. R.

F. Heishman's letter of November 24, 1980 which we received on November 26, 1980 and which transmitted to us IE Report No. 50-315/80-16.

We provide below our response to the Notice of Violation attached as Appendix A to Mr. Heishman's letter.

Res onse to the Notice of Violation The reported deficiency was due to a failure of the performance engineer to write a temporary change sheet to procedure No.

12-THP 6040 PER.

020, Rev. 2, which would have waived the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> calibration require-ment under Step 3.1.

The deficiency does not represent failure to perform a needed calibration, since a calibration had been performed under cali-bration procedures for steam generator mismatch protection just one month

earlier, on September 15, 1980 at the 18 month recalibration frequency re-quired by Technical Specifications.

In addition, the thermal power measure-ment was being performed during the testing part of the startup period after the refueling outage

and, the instrument in question had seen only one month's service since its September 15 calibration.

Hence, there was rea-son to believe that the accuracy of the thermal power measurement would be acceptable under existing calibration procedures, and that a recalibration of the instrument was unnecessary.

Sheets, were reviewed with all Performance Section personnel who are responsible for the Thermal Power Measurement.

The date of full compliance was December 12, 1980.
