OF THE JUNE 15, 1999, PUBLIC MEETING TO DISCUSS THE STATUS OF THE DONALDC. COOK NUCLEAR PLANT RESTART ACTIVITIES n

Dear Mr. Powers:

On June 15, 1999, the Nuclear Regulatory Commission (NRC) held a public meeting at the Donald C. Cook Nuclear Plant (D. C. Cook ), in Berrien County, Michigan. The meeting was held on the restart of the units at D. C. Cook, in accordance with the NRC's Inspection Manual Chapter (MC) 0350.

Formal presentations were made by the Indiana Michigan Power Company (licensee) staff. Enclosure 1 is a list of attendees for the meeting, and a copy of the slides used by the licensee is provided as Enclosure 2.

The MC 0350 public meetings between the licensee and the NRC staff are designed to provide a mechanism for the exchange of information and an update on the status of the readiness of the units at D. C. Cook to restart.

High-level management from the NRC and the licensee participated in the meetings.

The licensee's presentations at the June 15, 1999, meeting provided the status of the expanded system readiness reviews (ESRRs),

the oversight of the ESRR program by the Performance Assessment (PA) group, and the status of the transition in the Restart Plan from the focus of discovery into the implementation phase of corrective actions.

Mr. Michael Rencheck, Vice President of Nuclear Engineering, provided a detailed status of the progress of the ESRRs to date.

The review of Level 1 systems is scheduled to be completed by July 1, 1999, and the Level 2 system reviews are scheduled to be completed by August 1, 1999. As of the time of the meeting, the licensee stated it had completed 22 of 40 Level 1 ESRRs.

In addition to summarizing the ESRRs, Mr. Rencheck provided the status of Functional Area assessments in the areas of operations, plant engineering, and design engineering.

Also, Mr. Rencheck provided the status of the programmatic assessment of the Emergency Operating Procedures review.

ioi Mr. Paul Barrett, Director of PA, presented the status of the PA oversight of the ESRR program.

'r. Barrett provided examples of PA findings and the projected completion of PA oversight during the discovery phase of the restart plan.

Mr. Barrett stated that the findings made by the PA review of Level 1 systems were similar to findings discovered by the ESRR teams.

Mr. Chris Bakken, Site Vice President, presented an overview of how the licensee would transition from the discovery phase into the corrective action phase of the Restart Plan.

Mr. Bakken emphasized that the site would be changing from an engineering focus to an operational and maintenance focus, with the operations department taking a leadership role.

The licensee did not provide any expected dates for restart of either unit; however, the licensee stated that Unit 2 was now the lead unit for restart and resources would be readjusted accordingly.

In addition, the licensee stated that both units would be defueled and enter into Operational Mode 6 to allow more operational flexibility. The licensee stated that Unit 2 was scheduled to begin off loading fuel to the spent fuel pool in early July 1999, with completion by mid-July. Unit 1 defueling willcommence as soon as Unit 2 defueling has been completed.
