MINUTES OF INTERNALMEETING OF THE DONALDC. COOK NUCLEAR PLANT PERFORMANCE REVIEW PANEL The Donald C. Cook Nuclear Plant Performance Review Panel charter was announced on April 17, 1998. One of the action items of this charter was to conduct internal meetings.
These internal meetings are used to discuss significant technical and performance issues, NRC regulatory approach, and inspection resources and priorities. Attached for information are the minutes from the internal meeting of the panel held on March 30, 1999.

Internal Inspection MC 0350 Restart Panel Meeting on the D.C. Cook Nuclear Plant DATE:

- 1. Agenda-The Panel approved the March 23, 1999, meeting minutes and discussed the proposed agenda for both the technical meeting and the MC 0350 Restart Panel meeting scheduled forApril 15, 1999, at the D. C. Cook site.
- 2. Inspector Insights-There were no updates to the spent fuel pool ventilation system issues.
The status of the chemical and volume control cross-tie maintenance and 4 Kv breakers were also discussed.
The licensee disassembled one 4 Kv breaker and found it to be functional. The licensee is investigating hardening of the grease in the breakers.
- 3. Licensing Issues-There have been no changes in the status of any licensing issues.
The technical specification amendment request allowing for a one-time exemption from the emergency diesel surveillance requirement is expected to be submitted to the NRC staff within the next week.
- 4. ESRR Oversite-The status of the licensee's expanded system readiness review (ESRR) was discussed.
It was noted that the licensee has laid off a number of contractors in order to re-direct resources to engineering support.
ESRR documentation was also discussed.
Limited descriptions in the documentation of the ESRR could lead to future difficulties. The licensee also performed walkdowns on materials and design bases.
- 5. Open Item Matrix-The Division of Reactor Safety open item matrix willbe discussed at the April7, 1999, internal 0350 Panel meeting.
- 6. IPAP Issues-Integrated performance assessment process (IPAP) issues were discussed.
It was decided that the issues raised in the assessment process have been captured by the 0350 Panel case specific check list.

- 7. Enforcement Actions-The Panel concurred with the Office of Enforcement sending a
standard acknowledgment of receipt of the licensee's response to Enforcement Actions98-150, 98-1 51,98-152, 98-186.
