Restart Plan Revision 5
During the February 11, 1999 meeting with NRC, Indiana Hichigan Power Company (I&H) management stated that the Cook Nuclear Plant (CNP)
=Restart Plan was being revised.
This letter submits Revision 5 of the CNP Restart Plan which.supercedes previous revisions in all respects.
There are five key changes to the restart plan.
First, it has been streamlined to provide top-tier management direction regarding the'structure, content and methods for restart actions.
The CNP Restart Plan is now a roadmap based on four fundamental steps Discovery, Implementation, Verification and Startup Power Ascension.
- Second, an expanded discovery effort is defined.
The central focus of this effort is Expanded System Readiness Reviews (ESRR).
- Third, the criteria for classifying.
restart and post-restart issues have been expanded and better defined.
Issues and problems classified to date are being re-evaluated against the new criteria.
- Fourth, the role of "Restart Strategies" is, replaced by "Restart Action Plans",
which carry forward the original objectives of planning and documenting the resolution of specific restart items.
- Finally, the internal oversight organizations unique to restart have been consolidated and strengthened to provide better integration with ongoing actions.
We will continue to advise you of our progress toward restart and provide additional information during the monthly 0350 Restart Panel publi.c meetings.
