Dear Dr. Murley:

In accordance with the provisions of 10CFR50.12a, we hereby request exemption from the requirements of 10CFR50 Appendix A General Design Criterion 2.

Exem tion Re uest This exemption willrelieve, in part, the requirement for equipment important to safety to withstand the effects of natural phenomena.

In particular, the exemption will relieve the emergency diesel generator (EDG) combustion air intake piping, exhaust piping, and EDG supply ventilation of the requirement to be able to withstand the effects of a tornado.

This exemption is requested through August 17, 1991.

Details of the circumstances surrounding this request, compensatory actions to be

taken, evaluation of safety significance, justification for the duration of the request, significant hazards considerations, and environmental consequences review are provided in the attached letter AEP:NRC:1155, dated July 18, 1991.

This letter requested a

temporary waiver of compliance, which was granted verbally by your staff on July 18, 1991.

Upon determination that the plant was not in compliance, compensatory actions such as opening selected doors were implemented to provide tornado vacuum protection.

E. Murley AEP:NRC:1155A methods for modifying the EDG appurtenances for wind loadings, that will bring the plant into compliance, have been identified, and willbe implemented, prior to expiration of this exemption request.

These completed and pending compensatory actions are described in the attached letter.

10CFR50.12(a)(2)(v) allows the NRC to grant an exemption request if the exemption would provide only temporary relief from the applicable regulation and the licensee has made good faith efforts to comply with the regulation.

Since the exemption request is to expire on August 17, and since compensatory actions have been and will be taken, we believe the requested exemption is within the scope of 10CFR50.12.

This document has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
