NONCONFORMING MOLDED-CASE CIRCUIT BREAKERS (BULLETIN RESPONSE SUPPLEMENT)

U.S. Nuclear Regulatory Commission Attn: Document Control Desk Washington, D AC. 20555 Attn: T. E. Murley November 6, 1989

Dear Dr. Murley:

The purpose of this letter is to supplement one of our prior responses to Bulletin No. 88-10.

Attachment 3 of AEP:NRC:1083A, "NRC Bulletin No. 88-10; Report on Action Item Status,"

dated May 16, 1989, provided information on molded-case circuit breakers installed in Unit 1 that, could not be traced to the circuit breaker manufacturer.

Per Bulletin No. 88-10 requirements, our initial review of installed molded-case circuit breakers was limited to circuit breakers installed after August 1, 1983.

As stated in AEP:NRC:1083A, the molded-case circuit breakers listed in Attachment 3 of that submittal were identified by reviewing design change documentation, stores issue records, and job orders.

NRC Position 4 of NRC Bulletin No. 88-10, Supplement 1 states that appropriate corrective actions as required by 10 CFR Part 50, Appendix B should be taken if an addressee identifies any circuit breakers as nontraceable during the review requested by Bulletin No. 88-10.

Appropriate corrective actions include an assessment of the acceptability of all installed safety-related circuit breakers that were procured under the same purchase orders as the nontraceable circuit breakers'e expanded the scope of our procurement records review to include molded-case circuit breakers purchased between January 1,

1979, and August 1, 1983.

Purchase orders for molded-case circuit breakers ordered before 1979 were considered original Cook Nuclear Plant construction purchase orders which are not included in the scope of NRC Bulletin No. 88-10 or Supplement l.
