OF NOVEMBER 7, 2017, PARTIALLY CLOSED MEETING WITH THE PRESSURIZED WATER REACTOR OWNERS GROUP TO DISCUSS INFORMATION RELATED TO THE TOPICAL REPORT PWROG-17034, CONTINUED USE OF WCAP-13025-P-A, WESTINGHOUSE LOCA MASS & ENERGY RELEASE METHODOLOGY On November 7, 2017, a partially closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and the Pressurized Water Reactor (PWR) Owners Group (PWROG) representatives. The purpose of this meeting was for the PWROG representatives to discuss information related to the topical report (TR) PWROG-17034, Continued Use of WCAP-13025-P-A, Westinghouse [Electric Company (Westinghouse)] LOCA [Loss-of-Coolant Accident] Mass & Energy Release Methodology.

The NRC staff met with the PWROG representatives to discuss the proposed approach to resolve potential non-conservatisms identified in Westinghouse Infogram 14-1 regarding containment mass-energy release analyses. The meeting consisted of an open and closed session. The open session discussed the NRCs approach to ensuring licensees are addressing the issue described in Infogram 14-1. The closed portion of the meeting included a discussion between the NRC staff and industry representatives on proprietary methodologies for containment mass-energy releases analyses.

The Industry proposed to submit a generic TR in Q1CY2018 that compares WCAP-17221 to WCAP-10325 thus highlighting the conservatisms in WCAP-10325. The TR would only apply to large dry PWR containments and would be based on a 4-loop Westinghouse PWR model that included discussions to demonstrate applicability to 2-loop, 3-loop, and sub atmospheric containments. Following NRC approval of the TR, licensees could incorporate the TR into their licensing basis.

Morey In the open session, the NRC staff provided some pertinent feedback to the industry on the proposed approach to addressing Infogram 14-1 and also indicated that based on focused industry attention and ownership in pursuing resolution of this issue, it is now appropriate to move this out of licensing space and into inspection space. The meeting concluded with the NRC staff indicating that the end game includes the ability of NRC Inspectors to follow-up with licensees to ensure that Infogram 14-1 has been entered into their Corrective Actions Program (CAP) and that appropriate resolutions have been implemented.
