NOTICE OF VIOLATION Indi ana Michi gan Power Company Docket No. 50-315 Docket No. 50-316 As a result of the inspection conducted on April 26 through June 13,
- 1988, and in accordance with the General Policy and Procedures for NRC Enforcement Actions (10 CFR Part 2, Appendix C), the following violation was identified:
Unit 2 Technical Specification 6.8.1.c requires written procedures be implemented covering surveillance and test activities of safety related equipment.
Licensee Procedure
""12 THP 4030 STP.211, "Ice Condenser Surveillance" is such a procedure, and it specifies at Step 5.6.3 that when freeing frozen ice baskets the maximum lifting force shall not exceed 5,000 pounds.
Contrary to the above, the inspector observed attempts to free a frozen Row 9 ice basket at about 2:00 p.m.
on May ll, 1988, during which a lifting force of 5,223 pounds was applied.
This is a Severity Level IV violation (Supplement I).
The inspection showed that action had been taken to correct the identified violation and to prevent recurrence.
Consequently, no reply to the violation is required, and we have no further questions regarding this matter.
