Dear Dr. Murley:
This letter constitutes a request to recover part of the Bases to the Technical Specifications (T/Ss) for. the Donald C.
Cook Nuclear Plant Unit 2 which was inadvertently, deleted.. In our letter.
AEP:NRC:0931, dated August 19,
- 1986, we submitted a T/S change request which included Bases page B 3/4 7-6 for Unit 2.
During preparation of that submittal, the. portion of the second paragraph of Section 3/4.7.9 appearing at the bottom of page B 3/4 7-6 was inadvertantly deleted.
The deleted portion addressed the situation in which a low pressure C02 system is isolated for personnel protection to permit entry for routine tours, maintenance, construction, or surveillance testing.
The first part of the deleted paragraph repeats the requirements specified under Action a of T/S 3.7.9.3; and the second part outlines qualifications for a person serving on a roving fire watch patrol.
The Cook Nuclear Plant has a plant procedure which ensures that appropriate qualifications are maintained by personnel serving on a roving fire watch patrol by requiring that these personnel receive periodic fire watch training.
Since no procedural changes were made as a result of the deleted paragraph, the deletion has not impacted our compliance with the T/S Bases.
Documents impacted by this deleted portion include the SER for Amendment 91 to the Unit 2 T/Ss (dated April 7, 1987) and AEP:NRC:0931B (dated July 27, 1987) which is still pending with the NRC.
To resolve this issue we are requesting that approval be granted to replace the current Bases page (B 3/4 7-6) for Unit 2 with the revised Bases page included in the attachment to this letter.
The revised page includes the changes submitted in AEP:NRC:0931B.

Hurley AEP:NRC:0931D We believe that this request will not result in (1) a significant change in the types of effluents or a significant increase in the amounts of any effluent that may be released offsite, or (2) a significant increase in individual or cumulative occupational radiation exposure.
An application fee was paid for the proposed amendment submitted in AEP:NRC:0931B; therefore, we have not included an application fee for this letter.
This document has been prepared following Corporate procedures which incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
