meeting
was requested
by the
NRC on October
23
1987, in
the transmittal letter for Inspection
Reports
No.
50-315/87002
DRSS);'o.
50-316/87002(DRSS).
The purpose of the meeting
was to discuss
the
licensee's
proposed
actions to resolve
weaknesses
1n the D.C.
Cook
radiation protection program which were identified in recent
NRC
inspections
as well as recent special
studies
conducted
by the licensee.
The senior
NRC representative
stated that Region III is concerned
that,
the Radiation Protection
Improvement Plan which the licensee
implemented
over the last two years
has not adequately
corrected
management
control
weaknesses
affecting the radiation protection program, particularly
staffing and organizational
weaknesses
and
a pervasive failure to
implement effective corrective actions for identified problems.
These
concerns
had earlier been discussed
with the licensee at
a meeting at
the D.C.
Cook site
on October 30, 1987; therefore,
the main purpose
of this meeting. was for the licensee
to respond to the concerns.
The licensee
stated that
a comprehensive
program
had been
developed to
enhance
the future performance of the D.C.
Cook radiation protection
program.
The licensee identified the following elements
as significant
improvement items:
Organization
changes
include temporarily assigning
the Assistant-
Plant Manager,
Technical
Support,
the duties of Acting Technical
Superintendent,
Physical
Sciences,
including managerial
oversight
of the radiation protection program.
By making this temporary
assignment,
the licensee
expects
to review the program thoroughly
and to identify reorganizational
as well as other significant
changes
which would benefit the program; the'emporary
assignment
is expected
to last
up to six months.
Also, the Plant Radiation
Protection Supervisor
has
been appointed
the actinq Radiation
Protection
Manager
(RPM); the
AEP Site
gA Section
1s reviewing the
individual's regulatory qualifications for the position.
The
licensee
stated that the acting
RPM has
ready access
to the Plant
Manager
on radiological safety matters
and makes frequent
and
appropriate
use of that access.

The licensee
stated that concerns
regarding radiation protection
staffing are being addressed
by surveying staffing at other plants,
reassessing
the levels of radiation protection technician
(RPT)
supervision, utilizing in-house
RPTs for more complex radiological
tasks rather than relying extensively
on contract
RPTs, utilizing
senior
RPTs to temporarily assume
supervisory responsibilities
during
outages,
and by encouraging
higher quality performance
from the
RPTs.
The licensee
also expressed
their desire to increase
the performance
engineering
(health physicist) staff.
The licensee
indicated that revision of the current radiation
protection procedures
was considered
essential
to program improvement.
The licensee
has completed
a draft of the top-tier procedure
(Radiation Protection
Plan)
and begun work on revising subtier
procedures
for dosimetry
and instrumentation.
Some additional
procedures
are undergoinq revision because
of their impending
use in
the Steam Generator
Repair Project.
Current procedures
are being
temporarily revised
as problems
are noted
by RPTs during attempts to
riqidly follow procedural
instructions.
According to the licensee,
thss major revision of the procedural
structure
and the rewriting of
procedures
to match the
new structure is expected to take more than
a year.
The licensee
stated that a number of planned facility and equipment
acquisitions
should enhance
the radiation protection program,
including modifications to the access
control
and tool issuance
facilities,
an offsite laundry contract,
and facility and equipment
which are being acquired initially as part of the
Repair Project.

The licensee
stated that several
training program
improvements
are
being implemented or under review, including. general'adiation
worker and radiation protection technician training enhancements.
This matter will be reviewed further during future inspections.
The licensee
is considering
a reevaluation of the radiation
protection
program by a consultant in 1988.
The. stated
reason for
the review is to assess
improvement in the program during the
previous year
and to have the consultant
review the implemented
or planned
programmatic
changes
to ascertain
whether they represent
a significant potential for program enhancement.
The senior
NRC representative
acknowledged
the licensee's
presentation
and stated that the resident
inspectors
and regional specialists
would be .
reviewing the effectiveness
of 'the implementation of radiation protection
program enhancements
during future inspections.
