NOTICE OF VIOLATION American Electric Power Service

Corporation Docket No. 50-315 Docket No. 50-316 As a result of the inspection conducted on July 14 through August 24, 1987 and in accordance with the General Policy and Procedures for NRC Enforcement Actions (10 CFR Part 2, Appendix C), the following violation was identified:

Units 1 and 2 Technical Specifications 6.8. l.f require written procedures be implemented covering "Fire Protection Program implementation".

Procedure 12 gHP 2270 FIRE.001 "Monthly and Semiannual Inspection of Portable Fire Extinguishers and the Servicing of Used Fire Extinguishers" is such a procedure and requires, via Section 8.1, that identified extinguishers be inspected to criteria of Attachments 1, 2, and 3 each month and that inspection be documented on Attachments 7 or 8.

Contrary to the above, on March 2, 1987, physical checks in the plant identified approximately 20 extinguishers identified as requiring inspection which had not been inspected in February

1987, however, documentation on February Attachments 7 or 8 indicated they had been.

I This is a Severity Level IV violation (Supplement I).

The. inspection showed that action had been taken to correct the identified violation and to prevent recurrence.

Consequently, no reply to the violation is required and we have no further questions regarding this matter.
