COOK 2 STEAM GENERATOR REPLACEMENT The Indiana and Michigan Electric Company has established a program to replace the steam generators in the Donald C.

Cook Nuclear Plant, Unit No. 2.

The repair report was transmitted to us by IMEC letter dated November 7, 1986 and has been revised by letters dated March 30, 1987 and July 24, 1987.

These documents are with Marty Farber of your staff who, with Bruce Burgess, is responsible for the inspection activities for the replacement program.

In several recent discussions between Dave Wigginton, the Cook Project

Manager, and Bruce Burgess of Region III, we have jointly determined the need for an NRC approval of the restart program for Cook Unit 2 following the repair program.

The restart efforts presented in the repair report are minimal and relate only to those activities under the direct control of the construction or repair force at Cook.

We understand that the additional restart testing will be submitted by Cook separately from the repair effort and will be under the control of the normal operations staff at the site.

It is requested that Region III provide the review of each restart effort.

We believe this will result in the most effective integration of restart efforts and inspection activities prior to the Unit 2 restart following the repair program.

The Region III review efforts will be incorporated into the Safety Evaluations to support two separate licensing actions.

The review of the restart testing in the repair report, which is minimal, should be completed to support the issuance of an evaluation scheduled for completion in November 1987.

The significant restart testing review can be accomplished in 1988 for NRC approval prior to the testing which may not start until the fall of 1988.

This schedule can be further developed as the repair program gets underway.

We currently anticipate that the licensing action which will be supported by the latter restart activity review will be an amendment to remove the license condition for repair upon successful completion of the restart activities.

This also has been discussed with Bruce Burgess of your staff.
