Dear Mr. Davis:

This letter responds to your letter dated February 27,

1987, which forwarded the subject Inspection Reports of the routine safety inspection conducted by your staff at the Donald C.

Cook Nuclear Plant on February 9-11, 1987.

The appendix of your letter identified one exercise weakness.

As requested by your letter, attached is the response to the exercise weakness.

This letter has been prepared following Corporate procedures which incorporate a reasonable set of controls to insure its accuracy and completeness prior to signature by the undersigned.

ATTACHMENT TO AEP:NRC:0965J denti ed Wea ess "Due to the short time interval between notifications to the State, PMP 2081 EPP.305,, "Prote'ctive Action Recommendation Worksheet" could not be completed with the attention it deserved nor is there time for recalculation to verify the accuracy of the initial calculations.

During the exercise, incorrect calculations were made on the form completed at 2045 hours0.0237 days <br />0.568 hours <br />0.00338 weeks <br />7.781225e-4 months <br />, resulting in a ten Rem error for the two mile thyroid dose estimate In addition, this form was virtually unreadable.

The delay in completing calculations using this form left little or no time for discussion of the PARs.

Rather, the results were given to the EOF/Recovery Manager and were then transmitted to the State, without adequate discussion of PARs with respect to plant conditions, forecast meteorology, etc.

Cor ect ve Act ons The Protective Action Recommendation (PAR) calculation will be comput'erized.

This will be accomplished by modifying the current Dose Assessment Program (DAP) to include the PAR worksheet.

The PAR worksheet is currently Attachment 2 to PMP 2081 EPP.305.

Computerizing the worksheet will make calculating the PAR both quicker and more accurate.

This action should in turn allow time fo>>

discussion of the PAR with respect to plant conditions, forecast meteorology, etc.
