2 Summary of Meeting held on March 17

& 18, 1987 to discuss Radiological Aspects of the Steam Generator Repair Program On March 17, 1987, the staff met with the American Electric Power Service Corporation (AEP) staff in Columbus, Ohio to discuss the steam generator repair (replacement) program.

On March 18, 1987, the staff met with the Indiana and Michigan Electric Company (the licensee) and AEP staff at the Donald C.

Cook Nuclear Plant for further discussions and a tour of the con-struction and heavy load paths under consideration for the repair.

Mr.

Dennis Hahn from the State of Michigan was present at the site meetings.

A list of the principal meeting attendees is enclosed.

The discussions were held primari'ly to acquaint the technical reviewer for radiological concerns with the program and physical arrangements to accomplish the replacement of all four steam generators in Unit No. 2.

The'repair report contains the details of the program which will be principally aimed at minimizing radiological exposure to occupational workers.

The State's main concern and one that is part of the staffs review is the on-site storage of,radioactive material (the lower half of the steam generator) and the generation and disposal of low level radioactive waste from the repair program.

The licensee has several paths under consideration for the entry of workers to the containment building.

Each of these paths has its advantage and dis-advantage and must take into consideration that the Unit No.

1 will be operating at the time.

The load paths to move the old and new steam generator sections in the plant and the site for the storage of the radioactive sections until, plant decommissioning were viewed.

As a result of the meetings and tours, the most significant change discussed 'with the licensee dealt with the ultimate responsibility for site radiological matters.

The licensee agreed to modify the organizational responsibility to assure that the repair program radiological control would clearly communicate with the plant radiological control and that ultimate and continuing responsibility would remain with the Radiation Protection Supervisor (see Section 6.3, Technical Specifications).
