Dear Sirs:

The purpose of this letter is to amend our position on the supervision of the manual isolation valves associated with the reactor coolant pumps fire suppression systems.

In our letters dated January 31, 1977 and March 31, 1983 (AEP:NRC:0692E),

we stated that supervisory capability for all shut-off valves for individual water suppression systems is provided by position-indication tamper switches.

In our letter of January 16, 1986 (AEP:NRC:0692AI) we advised you of the inoperability of four tamper switches that provide electrical supervision of the above manual isolation valves in Unit 1 containment.

Although we stated in our letter of January 16, 1986 that we planned to repair the four inoperable tamper switches, we now believe that it would be more expedient (and just as effective) to continue indefinitely with the compensatory action described in that letter,

namely, the chaining and locking of the isolation valves in the open position.

The repair of the broken tamper switches would have required removal of the present

switches, design and engineering work for the procurement of new
switches, and installation during an outage to minimize ALARA concerns.

We believe that chaining and locking the valves, which are located in containment, would be just as-effective as electrical supervision because of the strict controls on entry into containment.

Furthermore, the locking of such valves in their open position is consistent with the NFPA codes.

~ 'EP'NRC:0692AX The Unit 2 tamper switches are performing satisfactorily at this time.

However, in the event we develop malfunctions with the Unit 2 containment tamper switches, we will also implement this procedure in Unit 2.

This document has been prepared following Corporate procedures which incorporate a reasonable set of controls to insure its accuracy and completeness prior to signature by the undersigned.
