IE The purpose of this letter is to provide you with a Special Report concerning six previously unidentified and unsealed fire barrier penetrations which were discovered on February 3,
1987, in the floor of the Auxiliary Building 633'levation.
Based on our
- review, we have concluded this condition is not reportable.
- However, we believe it is prudent to file this Special Report to inform you of the missing seals and the actions we have taken and are taking to assure adequate defense in depth.
The penetrations are located inside and beneath the metal floor of Motor Control Centers (MCC) l-AM-A, 1-AM-B, l-AM-D, in Unit 1 and 2-AM-A, 2-AM-B.
and 2-AM-D in Unit 2, with one penetration being located in each MCC.
Based on our evaluation, the missing seals do not constitute a
significant safety problem.
Our evaluation considered the information available in Generic Letter 86-10 (Question 8.8 and response)
Based on the location of combustibles and fire protection
- systems, we identified the extent to which fire could spread.
The safeguards equipment located within these boundaries were then identified.
We concluded that no additional safeguards equipment (other than the MCCs) would be lost.
The loss of the MCCs would create no additional jeopardy because the electrical cables powering the MCCs are located in the fire zone below the floor.
In addition-, our evaluation concluded that safe shutdown of the Plant is readily achievable in the event the MCCs become inoperable due to a fire.
Actions we have taken include establishing an hourly fire watch patrol and installing an unrated assembly to provide an added deterrent to fire propagation until the permanent seals can be 8703110091 870305 PDR ADOCK 050003i5 I,

installed.
We plan to install permanent rated fire seals during an upcoming outage when the personnel safety hazard of working with energized electrical equipment will not be present.
