Summary of Meeting to discuss Technical Specification Upgrade Program This is the forth developmental meeting on the Indiana and Michigan Electric Company Technical Specification Upgrade Program for the Donald C.

Cook Nuclear Plant.

By letter dated August 8, 1986, the licensee proposed a glossary of terms to be used in the Upgrade Program.

The staff and members of Region III met with the licensee on October 28, 1986 at the site; the list of attendees is attached.

Also present was Mr. Gene Kurtz, consultant to IHEC from IMPELL, and Mr. Stuart webster, consultant from Combustion Engineering and currently chairman of the ANSI/ANS 58.4 standards revision working group.

The licensee's August 8, 1986 letter transmitted a preliminary glossary of terms to aid in "clarifying the interpretations of procedures, T/Ss, and other licensing and operating documentation."

The meeting with the licensee ard consultants was a working meeting to exchange

ideas, provide comments, and suggest changes.

The NRC will act in a guidance and direction capacity on the glossary which is not expected to be submitted for NRC "approval".

The following represents some of the comments made and suggestions from the meeting.

The glossary represents three things and lacks a fourth.

Overall, it is a

collection of terms for a writers guide for the Cook Plant (since Cook specific terms are used).

Second, it contains definitions from the Cook Technical Specifications and third, it contains, key words for the inspector/operator interface.

This latter set of words are "key" for a colon understanding between the Regional and site based inspectors and the plant operating personnel.

The forth set of words, missing from the list, is' set of three or four words or phrases that the utility industry may consider for introduction into nuclear terminology.

These would cover specific situations between operable and inoperable "to account for such things as equipment or systems in surveillance

testing, equipment which lacks a full pedigree for environmental qualification, etc.

Format suggestions included using all capitals for Technical Specification Definitions, adopting standards and regulation definitions whenever possible, referencing the source of any definition, and use of graphic arrangement of words to show distinction and relationships.

The licensee was also urged to identify "nuclear industry" words or phrases which have limited, specific meanings such as Inadequate Core Cooling, Premissive, etc.
