SUMMARY
OF MEETING HELD ON JUNE 18, 1986, TO DISCUSS TECHNICAL SPECIFICATION UPGRADE PROGRAM This is the third developmental meeting on the Indiana and Michigan Electric Company Technical Specification Upgrade Program for the Donald C.
Cook Nuclear Plant.
By letter dated June 12, 1986, the licensee was invited to discuss the existing program and proposed items for extending or formalizing the program consistent with on-going long-term improvements thru the Westinghouse Owners Group.
The staff met with the licensee on June 18, 1986; the list of attendees is attached.
The meeting discussion followed the working outline from the June
- 12. 1986, letter which is attached for reference.
The program emphasis is to be placed on generic solutions to the extent possible recognizing that some problems and solutions may be Cook specific.
Another important aspect of the program should be early problem identification by some structured means so that resource needs can be identified in advance.
In this regard, the Grand Gulf tracking system of identifier sheets for problem technical specifications was suggested as a means of tracking for the D. C.
Cook program.
The licensee will consider this or some form for program control.
The interpretation method and definitions were discussed at length.
The interpretation method will be further discussed with Region III and the definitions will be submitted about July 1 so that the difficulties with interpretations of actions with specific words can be addressed.
The definitions are not to be confused with Definitions in the technical specification.
Throughout the course of the Cook program, the definition referred to a vocabulary of terms used in the technical specifications and procedures.
If additional words are necessary for the Definition section of the technical specifications, they may be proposed.
Cook had determined not to follow the Generic Letter 86-10 on removing fire protection technical specifications because of a lack of guidance on the reporting requirements.
This has been resolved by modification of the proposed license condition.
Cook will determine if any remaining objections exist and will notify NRR for resolution.

.Cook is in somewhat agreement on the remaining proposed areas and will develop an overall approach to meet their needs.
A follow-up meeting at the site was proposed at which time the parties involved will meet to agree on the program and program elements.
