NOTICE OF VIOLATION American Electric Power Service Corporation Docket No. 50-315 Docket No. 50-316 As a result of the inspection conducted on February 19 through March 31, 1986 and in accordance with the General Policy and Procedure'es for NRC Enforcement Actions (10 CFR Part 2, Appendix C), the following violation was identified:
Units 1 and 2 Technical Specifications 6.8
~ l.a require written procedures be established, implemented and maintained covering activities recommended in Appendix "A" of Regulatory Guide 1.33,
- November, 1972 which includes at Section G, "Procedures for Control of Radioactivity."
Licensee Procedure 12 TMP 6010,RAD.404 "Establishing Posted A'reas" addresses these requirements in part and, concerning establishing of posted contamination
- areas, stipulates that barriers and rope should be located such that there will be no normal access from the posted area to an unposted area (Paragraph 6.4.7),
and that a
step off pad be constructed at each entrance (6.4'.8).
Contrary to the above, a posted contamination area was observed by an NRC inspector to have been established around the glycol pumps on the auxiliary building 650 foot level on March 4, 1986 which could be normally accessed from the ice machine room to the North (an unposted area) and there was neither a
barrier nor a step off pad provided.

With respect to this item, the inspection showed that action had been taken to correct the identified violation and to prevent recurrence.
Consequently, no reply to the violation is required and we have no further questions regarding this matter.
This is a Severity Level IV violation (Supplement I).
