Dear Mr. Denton:
Pursuant to discussions with your staff, we have reviewed the Donald C.
Cook Technical Specifications (T/Ss) for Units 1 and 2 for post-maintenance testing requirements that degrade safety.
This review excluded those T/Ss that specify use of various codes and standards as the basis for surveillance testing.
As a result of this review, we have identified those T/Ss directly specifying post-maintenance testing of the diesel generators as a potential contributor to reduced diesel generator reliability and hence to the degradation of overall plant safety.
- However, as mentioned in our submittals AEP:NRC:0838B and AEP:NRC:0838H (dated March 30, 1984 and April 10, 1985, respectively), internal efforts, as well as industry-wide efforts, are currently underway to modify diesel generator technical specifications, and thus minimize problems in this area.
This document has been prepared following Corporate procedures which incorporate a reasonable set of controls to insure its accuracy and completeness prior to signature by the undersigned.
