SUMMARY
OF MEETING HELD ON AUGUST 15, 195$
WITH THE LICENSEE TO DISCUSS THE FINAL RESOLUTION OF HYDROGEN CONTROL ISSUES The staff met with the licensee and their consultants, Westinghouse and Stevenson and Associates, on August 15, 1984 in Bethesda, t1aryland to discuss the hydrogen control submittals and issues yet to be resolved for the Donald C.
Cook Nuclear Plant, Unit Nos.
1 and 2.
The list of attendees is attached as Enclosure 1.
The licensee and their consultants presented the results of efforts to date in the areas of hydrogen control, equipment survivability, and structural integrity.
The presentation was made from viewgraphs and handouts which are attached as Enclosure II.
The primary concern on hydrogen control for D.
C.
Cook is with the recirculation fan failure and the appropriate analysis for the lower compartment.
The licensee is investigating the recirculation fan replacement and additional analysis for the lower compartment without the fan.
The licensee has agreed to inform the Commission by letter of the direction they will take in resolving the issue.
Some of the equipment qualification at Cook depends upon the unresolved review between the Commission and EPRI on the NRTS tests.
Since only one sequence of accident was primarily used to determine the conditions for e'quipment qualifications at Cook, the licensee will consider other sequences and propose to the Commission a combination that should bound the qualification conditions.
The major remaining work to be done for structural integrity is the dynamic loading report.
The licensee will propose a sequence to generate a dynamic loading for the structure so that the structural integrity work can be completed.
In answer to questions on the ignitor system, the licensee agreed to again look for direct impingement of sprays on the ignitor and to provide the Commission with their views on the question of spray flux on the ignitors.
Direct impingment and the degree of spray on the ignitors tend to cool the glow plugs and could under adverse conditions reduce the temperature to a point where hydrogen ignition would be in question.
