Cook Nuclear Plant electrical equipment environmental qualification list provided in accordance with 10 CFR 50.49(g).
Attachment 1 to this letter provides the Justification for removing Cyprus power cable Item No. 347, Boston Insulated Mire Item No. 3064, and Rockbestos instvument cable Item No. 3064 from the D.
C.
Cook Nuclear Plant 10 CFR 50.49(g) equipment list.
This list, which was originally provided via letter No. AEP:NRC:0775C [R. F. Hering (IMECo) to H.
R. Denton (NRC)], dated May 20,
- 1983, and amended by letter No. AEP:NRC:0775D
[M. P. Alexich (IMECo) to H.

- 1983, has been revised to reflect the latest review findings.

..documentation trails available at the Cook Plant site by June 30, 1984.
These commitment dates should be changed to the end of October 1984, with the exception of verification of chemical spray parameters for the Rosemount and Sostman RTDs (this portion of the work has been completed successfully).
We note the following in support of this qualification deadline change:
An audit of Mobil Corpor ation has been conducted recently in Princeton, New Jersey, to verify the adequacy of environmental testing of various lubricants.
Discussions are continuing with Mobil in an effort to address the audit findings, and we understand that Mobil has independently initiated discussions with NRC staff members on a generic basis.
Should these discussions indicate that an additional extension of qualification deadline beyond the end of October 1984 is
- required, we will contact the Office of Nuclear Reactor Regulation promptly.
Test reports have been received for the Foxboro NE transmitters, and initial review by the cognizant
'AEPSC engineering section has concluded that the equipment is environmentally qualified.
These voluminous reports are currently undergoing review to ensure that they are consistent with the Donald C.
Cook Nuclear Plant licensing criteria.
As noted in letter Nos.
AEP:NRC:0775E and AEP:NRC:0775G, we are in the process of conducting an 'internal audit of our environmental qualification files.'s part of this internal audit effort, we are revising the index to the qualification documentation files and the qualification summary worksheets to make the files easily identifiable and retrievable.
We expect these efforts to be completed by the end of October 1984.
Additionally, we believe that a clarification of letter No. AEP:NRC:0775E is required in the case of the NAMCO limit switches used to indicate Pressurizer Power Operated Relief Valve (PORV) position.
More specifically, JCO No.
7 of Attachment 1 to that letter indicated that the NAMCO limit switch assembly gaskets would be replaced during the summer 1984 refueling outage for D.
C.
Cook Nuclear Plant Unit No. 2, and during the next (i.e.,
1985) refueling outage for Unit No.
1.
Page 1-2 of Attachment 1 to that letter indicates, however, that this replacement would take place at the earliest possible date consistent with our plant outage schedules, which implies that the gaskets in Unit No.
1 will be replaced during a late summer/early fall 1984 surveillance outage.
Our review of this situation indicates that the gasket replacement has been effected in Unit No.
2 under the corporate Request For Change (RFC) packet No. DC-12-2728.
The limit switch assembly gaskets will be replaced in Unit No.
1 during the surveillance outage scheduled for later this year, rather than during the 1985 refueling outage.

Cook Nuclear Plant Unit No.
1 to provide power to the Westinghouse Electric Corporation hydrogen recombiner units.
SCEW CP4, contained in Attachment 5 to our letter No. AEP:NRC:0578B, indicated that this Cyprus power cable was used to supply power to the hydrogen recombiner units and the air recirculation/hydrogen skimmer system fan motors in the D. C.
Cook Nuclear Plant. Unit No. 2.
Further review of the D.
C.
Cook Nuclear Plant power cable installations has revealed, however, that Cyprus power cable Item No.
347 is not used to supply power to either the hydrogen recombiner units or the air recirculation/
hydrogen skimmer system fan motors.
As indicated in Table I of this attachment, Anaconda power cable Item No. 347, Okonite power cable Item No.
- 399, and Kerite power cable Item No. 3127 are the only power cables used to supply power to the subject devices installed in the D.
C.
Cook Nuclear Plant.
(It is noted that these three cables were correctly identified by the SCEWs submitted via letter No. AEP:NRC:0578B as supplying power to the hydrogen recombiner units and the air recirculation/hydrogen skimmer system fan actors.)
Since it has been determined that Cyprus power cable Item No.
347 does not provide power to any of the equipment items within the scope of 10 CFR 50.49 for the D.
C.
Cook Nuclear Plant Unit Nos.
1 and 2, we do not believe that the subject cable requires qualification to the provisions of 10 CFR 50.49.
Cyprus power cable Item No.
347 has, therefore, been deleted from the 10 CFR 50.49 equipment list for the D. C.

1, submitted via Attachment No.
4 to our letter No. AEP:NRC:0578B, indicated that Boston Insulated Wire instrument cable Item No.
3064 and Rockbestos instrument cable Item No. 3064 were used to provide power to certain Automatic Switch Company (ASCO) Model No. NP8316-54V solenoid valves inside containment.
Review of the "Master Sheets of Equipment and Auxiliaries" for D.
C.
Cook Nuclear Plant Unit No.
1, submitted via Attachment No.
12 to letter No. AEP:NRC:0578B, further indicated that the only application these two cables provided was to power the ASCO solenoid valve (Plant Identification No. XSO-21) for containment isolation valve VCR-21 (i.e., the inside containment isolation valve for the glycol supply from the fan cooler).
- Item No. 3064 instrument cable was not used in the D.
C.
Cook Nuclear Plant Unit No.
2 for any application requiring environmental qualification to the provisions of IE Bulletin No.79-01B or 10 CFR 50.49.

15 to our letter No. AEP:NRC:0578B noted, however, that the cable terminations at the solenoid valves serving the air-operated containment isolation valves (e.g.,
VCR-21) were not required to be environmentally qualified.
More specifically, it was noted that "...Energization of the solenoid is necessary to keep the containment isolation valves open. If the valves were open at the time of the accident, a containment isolation signal would de-energize the solenoid, closing the valves. 'f the valves were closed, they would remain closed.
No matter what the initial valves'osition is at the time of the accident, no failure of the cable termination will succeed in energizing the solenoid, and opening the valves, when the containment isolation signal and/or the control switch in the control room has been actuated to close the valves.
Based on this argument, the cable termination at solenoid valve XSO-21 was not required to be qualified to the provisions of IE Bulletin No.79-01B or 10 CFR 50.49.

Cook Nuclear Plant Unit No.
1 solenoid valve XSO-21 does not require qualification to the provisions of 10 CFR 50.49, we believe that our previous identification of Boston Insulated Wire Item No.
3064 and Rockbestos instrument cable Item No. 3064 as requiring qualification under 10 CFR 50.49 was inadvertent.
Boston Insulated Wire Item No. 3064 and Rockbestos instrument cable Item No. 3064 have, therefore, been deleted from the 10 CFR 50.49 equipment list for the D.
