In accordance with the Federal Emergency Management Agency (FEMA) rule, 44 CFR 350, the State of Michigan submitted its State and associated local plans for radiological emergencies related to the D. C. Cook Nuclear Power Plant to the Regional Director of FEMA Region V for FEMA review and approval.
The Regional Director forwarded his evaluation of the Michigan State and local plans to me on September 29, 1982, in accordance with Section 350.11 of the rule.
His submission included an evaluation of the full-scale exercise conducted on October 9,
- 1980, a small-scale exercise conducted on March 30,
- 1982, and a report of the public meeting held on December ll, 1980, which explained the site-specific aspects of the State and local plans.
On August 31, 1983, the Regional Director
~ submitted an addendum to his report noting all of the recent revisions to offsite plans and preparedness as well as the results of a small-scale
" exercise held on October 21, 1982.
These last efforts have resulted in the resolution of the outstanding deficiencies.
Based on an overall evaluation, I find and determine. that, subject to the condition stated below, the State and local plans and preparedness for the D. C. Cook Nuclear Power Plant are adequate to protect the health and safety of the public in that there is reasonable assurance that the appropriate protective measures can be taken offsite in the event of a radiological emergency.
However, while there is a public alerting and notification (A&N) system in place and operational, this approval is conditional on FEMA's verification of the AEN system in accordance with criteria of appendix 3 of NUREG-0654/FEMA-REP-1, Rev. 1.
