"QUALIFICATION OF EXXON NUCLEAR FUEL FOR EXTENDED BURNUP"

This letter requests an expedited review of the creep collapse criteria presented in the subject report.
Included in this report, which was submitted in 1982 to support higher fuel exposure limits, a
revised creep collapse criterion was proposed in Sections 4.3.3.6, 4.5.1, and 4.5.5.
These sections included practical data to support the proposed criterion.
Other design and performance considerations addressed in the subject report are unrelated to the creep collapse criterion application.
We are requesting this expedited review because this criterion is being applied to support near term reactor operation In particular, the Safety Evaluation Report issued by the Staff for Cycle 4 operation of D.C. Cook Unit 2 required that prior to the authorization of Cycle 5 operation, the licensee had to reaffirm, with an approved model, that creep collapse will not occur in ENC 17xl7 fuel operated to the targeted burnup.
To support D.C. Cook Unit 2 Cycle 5 operation we request your review and approval of the proposed creep collapse criterion by December 31, 1983.
