This letter and its attachments provide answers to certain questions received from the Commission concerning analysis performed on the Donald C. Cook Nuclear Plant Unit 1.
These answers are in support of our request for a reload license contained in our letter No.
AEP:NRC:0745C dated May ll, 1983.
Attachment A to this letter responds to five questions concerning the thermal hydraulics of Donald C. Cook Nuclear Plant Unit, 1, when reloaded with Westinghouse 15 X 15 Optimized Fuel Assemblies (OFA's).
Please note that Attachment A contains information proprietary to Westinghouse Electric Corporation.
As Attachment A contains Westinghouse proprietary information, Attachment B of this letter furnishes:

One copy of Application for Withholding< CAW-83-68 (Non-propri etary).
One copy of Westinghouse Affidavit, AW-78-23 (Non-proprietary).
Because Attachment A contains information proprietary to Westinghouse Electric Corporation, it is supported by a previously submitted application for withholding.
The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses, with specificity, the considerations listed in paragraph (b) (4) of Section 2.790 of the Commission's regulations.
Accordingly, it is requested that the information in Attachment A
which is proprietary to Westinghouse be withheld in accordance with 10CFR Section 2.790 of the Commission's regulations.

Attachment D to this letter furnishes the response to the NRC review question concerning the Donald C. Cook Plant Unit 1 fuel seismic analysis.
This question was posed in Mr. Steven A. Varga's June 20<
1983 letter to Mr. John Dolan.
Zn our letter No. AEP:NRC:0745F, dated July 29, 1983, we advised you that we planned to provide this response in August, 1983.
Attachment E to this letter gives responses to recent NRC questions concerning the applicability of the methods and design criteria shown in Westinghouse report WCAP-9500 to the analysis of Donald C. Cook Plant Unit 1 with Westinghouse 15 X 15 OFA fuel.
Attachment F to this letter shows the revised Peaking Factor Limit Report to be used for Donald C.
Cook Plant Unit 1, Cycle 8.
This report replaces the Peaking Factor Limit Report shown in Attachment G to our letter No. AEP:NRC:0745F, dated July 29, 1983.
Attachment F in this letter also contains a description of the basis for this new Peaking Factor Limit Report.
Our letter No. AEP:NRC:0745A, dated February 7, 1983, transmitted the Class IIZ fee levied by the NRC for the review of the Cycle 8 reload for Unit l.
We consider the responses contained in this letter as part of the review and believe, therefore, no fee is required by this submittal.
This document has been prepared following Corporate procedures which incorporated a reasonable set of controls to insure its accuracy and completeness prior to signature by the undersigned.
