SUMMARY

OF MEETING HELD ON JUNE 23 i 1 983 WITH INDIANA AND MICHIGAN ELECTRIC COMPANY TO DISCUSS FIRE PROTECTION, APPENDIX R, EXEMPTIONS AND REVIEH OF SAFE SHUTDOHN ANALYSIS REPORT The licensee and their consultant, Engineering Planning and Management, met with the staff on June 23, 1983 to discuss the proposed exemptions to 10CFR59, Appendix R on Fire Protection and the staffs review of the alternate safe shutdown analysis report.

An attendance list is enclosed.

The staffs preliminary safety evaluation of the proposed exemptions to Appendix R had concluded that six of the exemptions should be denied.

These six are as follows:

Circulating Hater Pump Motor Control Center (zone 29G1)

Conponent Cooling Hater Pump Area (zone 44S)

Unit 1 and 2 Containment Piping Annulus (zones 66, 74)

Unit 1 and 2 Containment Lower Volumn (zones 67, 75)

Unit 1 and 2 Containment Accumulator Enclosure (zones 120, I21)

Unit 1 and 2 Containment Instrument Room (zone 122, 123)

The first two exemptions wer e discussed separetely and the last four, all containment related, were discu'ssed together.

The cirulating water pump motor control center exemptiop was. based on system and room con-ffruration as well as remedial actions to offset the effects of a fire in the area.

A three hour hatch is now proposed in place of the one hour proposed hatch and the licensee will investigate the possibility of three hour cable wrappings in place of one hour wrappings.

the vlhtilation path ways, and will resubmit the exemption request.

It is not clear that the exemption will be denied.

The conponent cooling water pump area will also be defined further by the licensee to include summary details of the proposed barrier wall and area sprays.

As in the above exemption, it is not clear now that the exemption will be denied.

The four containment area exemptions were discussed as a single issue.

The licensee had used alternate safe shutdown to justify,the exemptions inside containment and from the exemption request alone this was con-fusing.

Upon examination of the systems analysis imformation and the exemption requests, it became apparent that the licensee met the re-quirements of fire protection under section III G 2 and alternate shutdown under section III G 3 of appendix R.

The licensee will with-draw the request for the containment exemptions.

The alternate safe shutdown agalysis report was discussed by the staff.

Our preliminary review indicates that the licensee's proposed alternate shutdown method will be acceptable provided that a number of monor questions can be resolved by the licensee and that the licensee will provide the shutdown procedures to the staff for review.

A walkdown of the procedures will be: nec'essary at sene future time.

The licensee will provide a schedule for the submission of additional information to-allow the staff to conclude its review.
