This letter and its Attachment request changes to Technical Specification (T/S) 3.7.9.3, and to Section 3/4 7.9 of the Bases for the Donald C. Cook Nuclear Plant Units Nos. 1 and 2. This letter supersedes the previous requests for these T/S changes contained in References (1) and (2). The proposed T/S have been previously discussed with members of your Staff.

The Attachment to this letter contains the revised T/S pages. It should be noted that the attached amended pages reflect the changes agreed upon with your Staff, as well as those changes previously proposed in the referenced letters. All changes are indicated by vertical bars drawn on the right hand margin of the page. We request that you process this letter in as expeditious a manner as possible.

'OL The thrust of the proposed T/S is to allow for the use of a Roving Fire Watch Patrol in unoccupied areas affected when the automatic C02 fire suppression systems are temporarily isolated to facilitate personnel access. The Roving Fire Watch Patrol will consist of a person or persons knowledgeable of the location and operation of fire fighting equipment and good fire protection/personnel safety practices such as maintenance of access and egress routes and personnel accountability measures. Use of the Roving Fire Watch Patrol will provide the necessary level of fire protection capabilities while affording necessary provisions for personnel safety.

The amount of time for a Roving Fire Watch Patrol to visi,t each unoccupied fire zone affected by the isolated CO system(s) will, of course, vary depending on the number and locations of the areas to be

visited and the availability of personnel to act as members of a patrol.

The maximum time between visits to a given area by a Roving Fire Watch Patrol is limited to twenty-five to thirty-five minutes, as stated in the proposed T/S Bases Section. The scheduled time between visits, however, can be expected to be significantly less than the maximum time allowed.

These proposed changes have been reviewed and approved by the Plant Nuclear Safety Review Committee (PNSRC) and will be reviewed by the AEPSC Nuclear Safety and Design Review Committee at their next meeting.

We interpret that the fee transmitted with Reference (1) covers the processing of this request.

This document has been prepared following Corporate Procedures which incorporate a reasonable set of controls to ensuxe its accuracy and completeness prior to signature by the undersigned.
