Dear Mr. Denton:

Please find requiring an audit Contingency Plans Units 1 and 2 at a attached proposed Technical Specification changes of Emergency Preparedness Progrems and the Safeguards (Security Plan) for the Donald C.

Cook Nuclear Plant frequency of at least once per 12 months.

This request for the revised technical specification is in accordance with Mr. Darrell G. Eisenhut's letters of October 1,

1982 (Generic Letter 82-17),

and October 30,

1982, (Generic Letter 82-23),

respectively.

and Unit 2

Technical Specifications currently require that an independent audit of the facility emergency plan and implementing procedures be conducted at least once per 24 months,

whereas, section 10 CFR 50.54(t) requires that each nuclear power reactor licensee provide for an independent review of its emergency preparedness program at least every 12 months.

Similarly, the existing Technical Specifications also require that an audit of the Facility Security Plan and implementing, procedures be conducted at least once per 24 months,

whereas, section 10 CFR 73.40(d) requires an independent review at least every 12 months.

In order to ensure that the facility technical specifications conform to the provisions of 10 CFR 50.54(t) and 10 CFR 73.40(d),

the attached technical specification changes are hereby submitted for your review.

Mr. Harold R. Denton AEP:NRC:0747 It should be noted that the Donald C. Cook Emergency Plan, Revision 1

(Section 12,3.16.2) is in compliance with 10 CFR 50.54(t) and also that the Modified Amended Security Plan, Revision 6 (Section 14.1) is in compliance with 10 CFR 73,40(d).

The proposed Technical Specification changes attached herein incorporate changes previously submitted in the proposed Radiological Effluent Technical Specifications via our letter number AEP:NRC:0055F, dated September 17, 1982.

As stated in Mr. Eisenhut's letters referenced above no license fee is required by this submittal.

This submittal has been reviewed and approved by the Plant's PNSRC and will be reviewed by AEPSC's NSDRC at its next regularly scheduled meeting.

This document has been prepared following Corporate procedures which incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
