Dear Mr. Denton:

Please find enclosed ten (10) copies of Revision 1 to the Donald C. Cook Nuclear Plant Emergency Plan.

This revision incorporates changes to our emergency response plan of operations that"have developed since the initial plan submittal.

Changes are identified by a vertical bar on the right hand margin.

Included in this revision are the Emergency Action Levels required by 10 CFR 50, Appendix E, Section IV, B and C, that are consistent with the Plant Emergency Plan Implementing Procedures, and represent the fulfillment of a commitment made in the letter from Mr. W. G. Smith, Jr. to Mr. J.

G. Keppler, dated May 21, 1982.

A copy of the Plan is being sent concurrently to the Michigan State Police, the Department of Public Health, and the Berrien County Sheriff's Department.

The description of the Emergency Operations Facility (EOF),

given in Section 12.3.9.2 of the revised Plan, reflects the final EOF located in Benton Township, Michigan, which we are trying to have operational by October 1, 1982.

The interim EOF is described in Appendix K of the Plan and was reported in Mr. W. G. Smith's May 21, 1982 letter referenced above.

It should also be noted that the Radiation Monitoring System (RMS), described in Section 12.3.9.5, is presently being upgraded to fulfillthe requirements of NUREG0737, Item II.F.1.

Additional changes to the RMS are continuing.

Significant changes to the new RMS will be incorporated in the Emergency Plan as appropriate.

This revision to the Emergency Plan is being incorporated as Section 12.3 of the FSAR, and replaces the present Emergency Plan (Revision 0, January 1981) in its entirety.

Additionally, ten (10) copies of the Indiana Radiological Emergency

Response

Plan for Fixed Nuclear Facilities, Revision 4, dated May 1980 are also included with this letter.

This document has been prepared following Corporate Procedures which incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
