~Back round The meeting was held in room P-110 in the NRC headquarters at 7920 Norfolk Avenue, Bethesda, Maryland.
Attendees are listed in Enclosure l.
By letter dated'pril 7, 1982, the licensee applied for an uprating of power and change of fuel from Westinghouse to EXXON (ENC} for the cycle 4 reloading of the D. C.
Cook Nuclear Plant Unit No. 2.
The licensee requested an increase in the reactor thermal power limit of Unit 2 from its present value of 3391 MWt to 3411 MWt (Approximate increase of 0.6%)
to become effective at the Cycle 4 Restart of Unit 2 on December 10, 1982.
Cycle 4 will include seventy-two 17xl7 ENC fuel assemblies in Region 6, in addition to the Westinghouse fuel assemblies remaining in the core from fuel Regions 3,
4 and 5.
There will be approximately 544 burnable poison rodlets employed in Cycle 4.
The nominal cycle 4 design burnup is 14,150 MWD/MTU.

On August 2, 1982 the CPB and the RSB advised Varga and Cilimberg that NRR does not have the information from the licensee to support the review in time to permit restart of Unit 2 on 12/10/82.
On August 3, 1982, Varga and Cilinfberg advised the licensee (R. M. Hunter) that information was lacking in support of the December 10, 1982 restart of Unit 2.
The licensee requested the subject meeting with NRR to determine what action is needed by American Electric Power Corporation (AEP) and EXXON Nuclear Co.
(ENC) to ensure that the restart schedu'le is supported by NRR.
Meeti n Summa r Howard Sobel of AEP stated that D. C.
Cook Unit 2 cannot restart on December 10, 1982, if NRR does not approve the Cycle 4 Reload application.
The NRR technical reviewers described existing deficiencies and AEP and EXXON committed to providing the needed information on September 1, 1982 with the latest material to be in NRR hands no later than September 30, 1982.
Enclosure 2 documents specific information needed by CPB.
Other needed information was discussed by NRR reviewers with AEP and ENC committing to provide this information.
Les Rubenstein stated that his staff will do whatever is necessary to support the restart schedule.
Future Actions Responses to NRR requests for additional information will be expedited by AEP and ENC to meet the December 10, 1982, restart of D. C.
Cook Unit 2.
Technical issues will be resolved directly between the NRR technical reviewers and ENC.
Any new problems which could affect the schedule should be communicated to the NRR Project Manager for D. C.
Cook.
