This letter and its Attachments request changes to several Donald C. Cook Nuclear Plant, Unit Nos.
1 and 2 Appendix A Technical Specifications which affect the operating procedures involving the power distribution limits.
Attachment No.
1 to this letter contains a
brief description of the changes.
Attachment No.
2 contains the revised Technical Specification pages for Unit No.
1 and Attachment No.
3 contains the revised Technical Specification pages for Unit No. 2.
All changes are indicated by a vertical line on the right-hand side of the page in Attachment Nos.
2 and 3.
The proposed Technical Specification changes contained herein have been reviewed by the Plant Nuclear Safety Review Committee (PNSRC) and will be reviewed by the Nuclear Safety and Design Review Committee (NSDRC) at their next meeting.
The proposed Technical Specification revisions contained in this submittal are considered to be a Class III amendment
($4,000.00 fee).
A Class I duplicate fee also applies to the proposed revisions.

The proposed changes to the Technical Specifications affecting the operating procedures involving the power distribution limits will allow operation of D. C. Cook Unit Nos.
1 and 2 with Exxon Nuclear Company (ENC) power distribution control procedures which utilize a +3% target band in addition to the current target band of +5/..
These changes are based on ENC Report XN-NF-77-57, Supplement 2(P) entitled "Exxon Nuclear Power Distribution Control for Pressurized Mater Reactors Phase II" dated September 28, 1981 submi,tted to the NRC by ENC on October 16, 1981.
All changes have been indicated by vertical bars on the right hand margin.
