OF MEETING HELD ON APRIL 30, 1982 TO DISCUSS CONTINUED SAFE OPERATION OF D. C.

COOK PLANT

~kd The meeting was held in room P-422 in the NRC headquarters at 7920 Norfolk Avenue, Bethesda, Maryland.

Attendees are listed in Enclosure 1.

In a memo from R. L. Spessard to D. G. Eisenhut dated April 23, 1982, NRR was advised that the D. C. Cook Nuclear Plant Units 1 and 2 do not meet 10 CFR 50, Appendix R requirements.

Region III requested technical assistance from NRR to evaluate the safety significance of the findings of the fire protection inspection of Cook plant conducted on April 12-16, 1982.

NRR responded to that request with this ex'peditious meeting with the licensee.

k The NRC position was stated as follows:

The Appendix R inspection conducted at the D. C. Cook Nuclear Plant on April 12-16, 1982, has raised questions about the continued safe operation of the plant should a fire occur in the Sable vault.. The licensee was asked to provide NRC with the basis and justification for continued safe operation.

R. S. Hunter replied that he did not know when the Cook plant would be in coppliance with Appendix R, because he thought he knew what Appendix R meant and now he realizes that his interpretation was incorrect.

Mr. Hunter fOr ther stated that since he can not guar'ahtee that a fire will not occur in the cable vault that concentrated short'term effort. was on fine tuning administrative procedures.

Those procedures for hot and cold shut down were presented by the licensee but will not be discussed her e because they are detailed in the licensee's letter to H. Denton dated May 4, 1982.

2 Ih. Hunter assured the NRC that INEC is diligently addressing al.l of the questions associated with the findings of fire protection inspections conducted by Region III.

D. G. Eisenhut emphasized the concern of NRC over the safety of the plant and agreed with continued operation provided the licensee would respond to his specific direction.

R. S. Hunhpr stated that INEC would respond to that specific direction.

D. G. Eisenhut directed R. 8. Hunter. of AEP to do the fohIowing:

Send a letter to NRC by COB May 3, 1982, which addresses D. C.

Cook plant safety relative 2 fire protection as follows:

a.

Recognition by the licensee of the problems and corrective action needed.

b.

Basis for contiq ed safe operation of the plant.

c; Descifbe a complete program to be implemented by June 4, 1982 which will provide equipment and trained personnel to achieve hot and cold shutdown 4f -the plant if a fire occurs in the cable vault.

d.

Desc'bribe a program for emergency lighting along with the schedule for completion, e.

Explain why there is no problem with oil collection.

f.

Reassess whether D.

Send a letter to NRC by COB May 10, 1982, which describes what the licensee will do to comply with the requirements of Appendix R to -CAGlude

Describe a long term program with schedule for meeting Appendix R.

Provide a list of systems and scope of work which deals sp~fically with hot and cold shutdown should a fire occur in the cable vault.

c.

Explain what AEP/IHEC management is doing to expedite a

NRC requirement which is over one year late.

3 Nr. Eisenhut emphasized again that the purpose of the meeting was to Justify continued operations and the safety of the D. C.

Cook Nuclear Plant.

Future Actions Licensee submittals will be reviewed by NRC tIlith further action to be determined by the r esults of these reviews and licensee responsiveness.
