An investigation into the matter confirmed your description of the event, as well as the bene-fits of providing your staff with a brief initial technical description of Plant conditions and their potential effects on the public.

I th v nt of future Emergency Plan clarifications, your staff should request to speak to the Shift Supervisor at 616-465-5901, ext. 1210 1220 or 1231 (Unit One Control Room, Unit Two Control Room or the Shift Supervisor's office respectively). This communications link will enable.

your staff to make an initial assessment of Plant conditi'ons for the purpose of defining the extent of State response prior to operation of th St t E ergency Operations Center (SEOC) and the D. C. Cook Technical Support Center (TSC). Upon operation of the SEOC and the TSC, the State of Michigan Communications link will be from the SEOC to the TSC.

The protection of the health and safety of the public is a primary re-sponsi 'b i 1 i ty and objective of the Shift Supervisor. Under emergency con-ditions, the actions necessary to accomplish this objective are mitigation of the event, and providing off-site authorities with suf icient informa-t t ion o adequately assess the situation with regard to proper discharge of off-site responsibilities. The Shift Supervisors are aware that both actions will have to be accomplished simultaneously.

The on-duty Shift Supervisor at D. C. Cook will provide your Department with the information necessary to properly direct the resources of the State of Michigan. I would ask your assistance in keeping this conversa-tion brief and to the point. The attached data sheet is used in trans-mitting initial data to the Michigan State Police and is suggested as a guide for the subject conversation.
