Your letter dated October 5, 1981, which we received on October 9, 1981, requested us to submit a formal proprietary claim pursuant to 10 CFR 2.790(b) to withhold the Donald C. Cook Nuclear Plant Emergency Plan Implementing Procedures from the NRC Public Document Room.

We will submit our response on or about November 16, 1981.

We are unable to meet your request to submit an executed affidavit by October 30, 1981 due to the time required to review and prepare the required information within our current work schedule.

We would appreciate your continuing to withhold the aforementioned documents until our response has been received and reviewed by the NRC.
