This letter responds to Mr.. R. F. Heishman's letter of July 17, 1981 which requested a description of the correci:ive actions concerning our response to Item l.b. of IE Inspection Reports No. 50-315/81-03 and No.

50-316/81-03 dealing with the relocation of one inch diameter drain valves on the main steam system. Mr. Knop of your staff granted us until September 22, 1981 to respond to this letter at the request of our Mr. J. Castresana during a telephone conversation held on September 15, 1981. We sincerely regret the delay with which we are answering Mr . Heishman's letter and any inconvenience which it might have caused you.

As indicated in our June 26, 1981 letter (AEP:NRC:00576), the cor-rective actions in response to item I apply to item l.b. Additional in-formation with regard to the review process. of emergency RFC DC-12-1814 is provided below. A description of the proposed relocation for the 1" drain valves on Unit g2 was telephoned to the AEPSC Piping and Valves Section.

An engineering judgement was made,, by reviewing the applicable piping drawings, that the seismic effect on the 1" line would be negligible and the relocation would not affect the 30" lines. Permission was then granted to relocate the valves for convenience of access under RFC DC-12-1814. Since this review

Mr. James G. Keppler AEP:NRC 0576A was made prior to the change being implemented there was no unreviewed seismic question involved with the change.

After the valves were relocated, plant personnel submitted "as-built" drawings. An engineering review was made based on the "as-built" drawings and indicated that the piping system was adequate for DBE seismic loading, confirming the earlier conclusion.

The details of the above engineering reviews and the field verifi-cation will be a part of the full RFC package being processed as per AEPSC General Procedure No. 25. No further corrective action is needed as the above discussion shows that adequate attention was given to the seismic concerns involving emergency RFC DC-12-1814 at the time of its installation.
