NOTICE OF VIOLATION American Electric Power Service Corporation Docket No. 50-315 Docket No. 50-316 As a result of the Health Physics Appraisal conducted December 8-19,
- 1980, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation is identified.
Technical Specification 6.8.1 requires that procedures recommended in Appendix A of Regulatory Guide 1.33 be implemented and maintained.
Licensee Procedure 12 THP 6010 RAD 401, "Access Control and Controlled Area Entry and Exit," dated December 19, 1978, requires use of a RM-14 frisker to check for contamination when leaving a controlled area.
Contrary to the above, the frisker at access control was observed to be rarely used by persons leaving the auxiliary building, a controlled area.
In particular, 17 of 18 perons failed to frisk during a six minute period on December 10, 1980.
This is a Severity Ievel V violation (Supplement IV),
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within twenty-five days of the date of this Notice a written statement or explanation in reply, including for each item of noncompliance:
(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further noncompliance; and (3) the date when full com-pliance will be achieved.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as
- amended, this response shall be submitted under oath or affirmation.
