Dear Mr. Denton:

The purpose of this letter is to request immediate relief from requirements of Technical Specification 3.0.4 and 4.0.4 con-cerning the inability of one of the Safety Injection pumps to meet its discharge pressure requirement pursuant to the Surveillance Requirement of Specification 3/4.5.2.

Specifically, surveillance requirement 4.5.2.f.2 requires the SI, pump to develop a discharge pressure of'reater than or equal to 1445 psig on recirculation flow...

One of the two redundant SI pumps failed to meet this requirement when its discharge pressure only reached about 1400 psig.

The second SI pump met the surveillance requirements and so did the remaining ECCS pumps.

We.have initiated the required activities to repair the pump in an effort to comply with the requirements of 4.5.2.f.2 and we estimate that this work activity will take approximately 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

The ACTION statement of Specification. 3/4.5.2 allows one SI pump to be inoperable for up to 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

As such we are requesting that the relief from the requirements of 3.0.4 and 4.0.4 start from the time we enter Mode 3 and proceed to Mode 2 until 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> have elapsed.

If the pump is not operable by then the plant will be returned to Mode 4 in accordance with the requirements of Action statement

Operating in this manner will not degrade significantly the safety of the plant since the Safety Analysis requirements as presented in the FSAR are met with only one of the two redundant SI-pumps.

The plant operators will be instructed to verify the operability of all the remaining ECCS pumps and their emergency power sources per the requirements of Specification 3/4.5.2 while the SI pump is being repaired.

In any case, should the operable SI pump or the emergency power source of the redundant train need to be taken out of service we will initiate actions to comply with the require-ments of'pecification 3.0;3.

We request your urgent attention to this matter and need relief from you today so that we can maintain our current schedule to bring Cook Unit 2 into power operation.

This request has been reviewed by the Cook Plant's PNSRC and by our Nuclear Safety and Licensing Section.

Their review indicates that the proposed request will not adversely affect the health and safety of the public.

The AEPSC NSDRC will review this request at its next meeting.

AEPSC interprets 10 CFR 170.22 as requiring that a Class III fee accompany this submittal:

As such a $4,000 check is attached to it.
