50-31 5 AND 50-316 INDIANA AND MICHIGAN ELECTRIC COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPE TING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amend-ment No; 45 to Facility Operating License No. DPR-58, and Amendment No. 29 to Facility Operating License No.

DPR-74 issued to Indiana and Michigan Electric Company (the licensee),

which revised the Facility Operating Licenses of the Donald C.

Cook Nuclear Plant, Unit Nos.

1 and 2 (the facilities) located in I

Berrien County, Michigan.

The amendments are effective as of the date of is-suance.

The amendments add license conditions

.o include the Commission-approved Safeguards Contingency Plan as part of the licenses.

The licensee's filings comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations-The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR "hapter I, which are set, forth in the license amendments.

Prior public notice of these amendments was not required since the, amendments do not involve a significant hazards consideration.

7590<<01 The Commission has determined that the issuance of'hese amendments will not result in any significant environmental impact and that pursuant to 10 CFR 55l.5(d)(g an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of these amendments.

The licensee's filings dated March 23, 1979, April 21, 1980 and January 20, 1981 are being withheld from public disclosure pursuant to 10 CFR 2.790(d).

The withheld information is subject to disclosure in accordance with the provisions of 10 CFR 59.12.

DPR-58 and DPR-74, and (2) the Commission's related letter to the licensee dated April 13, 1981.
