INDIANA K MICHIGAN ELECTRIC COMPANY P. O. 8OX 18 80 WLIHG GR E EN ST ATION HEW YORK, H. Yo 10004 October 10, 1980 AEP:NRC:0393C Donald C. Cook Plant Units Nos. 1 and 2 Docket Nos. 50-315 and 50-316 License Nos. DPR-58 and DPR-74 Mr. J. G. Keppler, Regional Director U. S. Nuclear Regulatory Commission Office of Inspection and Enforcement Region III 799 Roosevelt Road Glen Ellyn, Illinois 60137 Ref: AEPSC Letter No. AEP:NRC:0393B dated July 23, 1980 Region III Letter to AEP dated March 29, 1980

Dear Mr. Keppler:

This letter serves to transmit our concern that there remains some uncertainty as to the intended purpose and circumstances related to the use of the Health Physics Network (HPN). Your clarification letter of August 14, 1980 to us stated that the HPN may not be activated by non-government employees unless both the ENS and commercial telephone lines are out of service. Your letter of March 20, 1980 transmitted a system description which leads us to believe otherwise; that is, the system1 description is ambiguous as to who may be the- "calling party" during the routine transmission of information requested by the NRC.

To date we have received six letters from your office related to the use of the Health Physics Network and we are still not sure how you intend to have this system function. It appears to us, then, that the NRC has not established a clear policy statement which qualifies and defines how this network is to be used and by whom. We would appreciate receiving one policy statement concerning the intended purpose of the HPN and any additional information relevant to the successful implementation of this network. We suggest that your policy be consistent with the functions and use of the emergency operating facilities required by NUREG-0696.

Very tr 1 y yours, R. . unter Vice President cc: attached age 1 7 $ 80 8 0'.0C0
