This letter responds to your letter of June 18, 1980 which transmitted to us IE Bulletin No. 80-15 entitled "Possible Loss of Emergency Notification System (ENS) With Loss of Offsite Power.",.

We received your letter on June 27, 1980.

  • Attachment 1 to this letter contains the written report required by Item 6 of this bulletin; attachment 2 contains an estimate of the manpower expended to conduct the review and to prepare the report as requested by your letter.

This information is being submitted in accordance with the provisions of 10 CFR 50.54(f).

ATTACHttENT 1 TO AEP:NRC:0438 Itme 1:

In accordance with the action required by item 1 to IE Bulletin No. 80-15, the PBX room of the Donald C. Cook Nuclear Plant was inspected on June 27, 1980 in conjunction with the Mid-Michigan Telephone Company District Manager.

With the exception of the lights and bells of the resident inspector's phone, the Emergency Notification System (ENS) was determined to be powered by the local telephone company. This is in agreement with Enclosure 1 to the aforementioned bulletin.

Item 3:

, In accordance with the action required by item 3, a test was conducted

" at our facility on August 8, 1980 to verify that all extensions of the ENS would remain fully operable from the site to the NRC Operations Center in the event of a. loss of offsite power to our facility.

The test was performed by removing site-supplied power from the r esident inspector's telephone system and verifying that each ENS phone to the NRC Operations center remained operable. As expected, the resident inspector's telephone did not ring at the plant site. It is possible to modify the resident inspector 's telephone so that its ring is supplied by local excha'nge power, although the resident inspector did not deem this necessary since the extension remained operational.

The NRC Operations Center was kept informed of the expected and actual results of each test conducted on August 8, 1980.

Item 5:

In accordance with action required by item 5,, Plant Procedure PMS0.034 has been revised to -indicate that'otification to the NRC Operations Center is required within one hour of the time that any extension of the-ENS is found to be inoperable.

Items 2 and 4 of IE Bulletin No. 80-15 are not applicable to our facility.
