Dear Mr. Denton:
This letter and its attachments serve to request changes to the Donald C.
Cook Nuclear Plant Unit No.
1 Appendix 'A'echnical Specifications.
The proposed revisions will allow operation of Unit No.
1 with Exxon Nuclear Company (ENC) power distribution control procedures.
These changes are based on ENC Topical Reports XN-NF 57 and XN-NF-77-57 Supplement 1, previously submitted by ENC to the NRC, which described the ENC recommended generic procedure for controlling axial power distribution.
All of the proposed changes contained herein have been reviewed and approved by the Plant Nuclear Safety Review Committee and the AEPSC Nuclear Safety and Design Review Committee.
These reviews indicate that in no instance will the proposed changes adversely affect the health and safety of the public.
This application for Technical Specification revision is considered to be a Class III License Amendment as per the provisions of 10 CFR 170.22.
As required by Part 170, Subsection 22, a check in the amount of $4,000.00 accompanies this submittal.

The proposed Technical Specifications contained in Attachment
'B'o this submittal will allow operation of D. C.
Cook Unit No.
1 with Exxon Nuclear Company (ENC) power distribution control procedures.
Technical Specification pages 3/4 2-1 through 3/4 2-7, 3/4 2-8(a),
3/4 2-15 through 3/4 2-18, B3/4 2-2, and B3/4 2-6, have been revised to reflect the ENC procedures.
A copy of the entire Technical Specification Section 3/4,2 has been included in Attachment 'B'or completeness.
The requested revisions are marked with a vertical line in the right hand margin.
'he proposed revisions continue to reflect exposure dependent Fq limits.
Included in the proposed revisions are:(1) determination of
'xial flux difference every 31 effective full power days in conjunction with the measurement of Fq, (2) limiting condition for and application of the variation function V(Z), and (3) a curve of V.(Z) as a function of core height.
Upon approval of this, request, page 3/4 2-21 (Figure 3.2-.4) would be deleted from the Technical Specifications.
